Access to public information has not been regulated by a special law yet

On the 9th of July, 2010, the Draft Law “On Access to PublicInformation” was considered in the second reading by The Parliament. The DraftLaw was not approved by Verkhovna Rada of Ukraine: only 143 MPs voted forpassing of the Draft Law. At the same time, 312 MPs supported the motion tosend the Draft Law for the new second reading.

The document in question is the Draft Law No. 2763 introduced by MP AndriyShevchenko, who belongs to BUT Block fraction.This Draft Law is aimed atintroducing mechanisms of obtaining public information by defining the regimeof access to it. Public information includes data, possessed by state powerentities, as well as any information of public interest.

Just before the Draft Law was scheduled for the second reading suchofficials as the President of Ukraine Viktor Yanukovych, the Speaker of the Verkhovna Rada ofUkraine Volodymyr Lytvyn and the Head of the Security Service of Ukraine ValeriyKhoroshkovsky expressed their support for the document.
