In order to conduct monitoring of the state of implementation of legislation on access to information CEDEM has established a Platform of access to public information “Ombudsman plus”. The project is conducted with the help of civil society activists and in partnership with Ukrainian Parliament Commissioner for Human Rights.
The “Ombudsman plus” project provided for the creation and support of a system of monitoring of the implementation of legislation on access to information in the regions of Ukraine through the establishment of Platform`s office of experts selected among qualified lawyers and of a system of local monitors. The aim of the monitoring is to define common problems civil society activists encounter in the sphere of access to information, cases of controversial interpretation of the pertinent law and systemic gaps in the use of the mechanism of access to public information.
In the framework of the project CEDEM has conducted educational and coordination events for the monitors, has prepared infographics with relevant issues for the monitors but they can also serve as guidelines for the citizens.
On the basis of this large-scale monitoring of implementation of legislation on access to information the project participants have developed recommendations for the information administrators and have assessed the openness of state authorities. After the official presentation of the results of the “Ombudsman plus” Platform activities, those recommendations have been distributed among civic activists and municipal authorities.
