To Be or Not to Be: The Future of the Virtual Assets Market in Ukraine

October 13, 2025

The Verkhovna Rada of Ukraine has taken an important step towards the launch of a fully-fledged virtual assets market by passing Draft Law No. 10225-d in its first reading.

What does this mean for the state, businesses, and civil society? What opportunities and challenges lie ahead for the market, and what is needed for its effective launch?

The Centre for Democracy and Rule of Law (CEDEM), together with the Center for Financial Integrity (CFI), invite you to the expert discussion “To Be or Not to Be: The Future of the Virtual Assets Market in Ukraine”.

During the event, we will discuss:

  • possible visions for the development of the virtual assets market in Ukraine;
  • key challenges and opportunities for its launch;
  • the user view: what an effective crypto market should look like from the perspective of private and civil society representatives;
  • practical recommendations for legislators and regulators on the next steps.

The discussion will take place in a tripartite format, involving representatives from the public, private, and civil society sectors. This approach will facilitate an open dialogue and the development of an effective, fair, and transparent virtual assets market in Ukraine.
