September 29, 2017

September 29, 2017 on its Meeting the High Council of Justice announced the list of recommended candidates for appointment as a judges to the Supreme Court of Ukraine, which will be submitted to the President of Ukraine for signature.

In this list there are 25 out of 30 unscrupulous candidates, who received negative opinions of the Public Integrity Council. In total, the High Council of Justice has submitted to the President of Ukraine for appointment 111 candidates.

The High Council of Justice rejected submitting for appointment of Tatiana Frontovska and Vladimir Matyukhin, who received the negative opinion of the Public Integrity Council. Concerning another seven candidates, the High Council of Justice announced a break and will consider them further.

Among them, four candidates received negative opinion of the Public Integrity Council (Tetiana Strelets, Olha Supak, Valentyha Simonenko ta Serhii Pohribnyi). At the same time, the question was put down concerning the judge Viktoriia Matsedonskaia, who in January 2014 did not support the decision of her colleagues and in a separate opinion pointed out the illegality of the decision made by Bohdan Sanin, District Administrative Court, Kyiv, who banned peaceful meetings from December 1, 2013 to January 7, 2014 on the Maidan and other streets. Also decisions on Vadym Korotun and Oleksandra Yanovska reserved the subject for future discussion.

We would like to remind that among the recommended by the High Qualifications Commission of Judges of Ukraine, 30 candidates out of 120 have received negative opinions of the Public Integrity Council. Among “unscrupulous thirty”  there are candidates, who  submitted false information in the declarations, participated in political persecutions, banned peaceful meetings during the Revolution of Dignity, made politically biased decisions, significantly violated human rights, opposed the cleanup of the judiciary or could not explain the origin of their own wealth.

As a result, despite the public calls, the overwhelming majority of candidates are submitted as judges to the Supreme Court by the High Council of Justice for the appointment by the President of Ukraine.
