Nataliia Povtar has over eight years of experience in improving the legal environment for civil society organizations, developing volunteering, and strengthening the capacity of the civil society sector in Ukraine.

Since 2021, she has been working at the Centre for Democracy and Rule of Law (CEDEM) as a Lawyer within the Civil Society program. Her work focuses on legal and policy analysis in the field of European integration, as well as on developing legislative proposals to improve the regulatory framework for CSOs, volunteers, and organizations engaging them.

She is a co-author of the “Legal Reforms Roadmap for Civil Society in Ukraine” and has contributed to the preparation of the “Roadmap for the Functioning of Democratic Institutions for Ukraine’s EU Accession”, the “National Strategy for Promoting Civil Society Development in Ukraine 2021–2026”, and the respective action plans for its implementation.

Her areas of expertise include the legal regulation of volunteering, taxation of non-profit organizations, CSO establishment and registration procedures, and addressing risks of money laundering and terrorist financing in the non-profit sector.

Nataliia provides legal and tax advice to CSOs on registration, financial reporting, and operational matters. She has authored numerous analytical materials and policy recommendations aimed at improving legislation for civil society organizations. She is also a co-author of the practical guide “Guide to Volunteering in Ukraine: Legislation, Management and Best Practices” and the handbook “Civil Society and Charitable Organizations in Ukraine: Registration and Activities”.
