Founder of CEDEM, expert on media law and European integration. He has unique experience combining leadership in the public sector with work in high government positions. 

He has over 25 years of professional experience in law, public administration and civil society development. Author of over 100 publications and co-author of key media laws in Ukraine, including ‘On Media’, ‘On Access to Public Information’, ‘On Public Broadcasting’ and ‘On Advertising’. As an international expert for the Council of Europe and the OSCE, he has worked on the development of media legislation in Central Asian countries.

From 2020 to 2024, he held the position of Deputy Minister of Culture and Information Policy of Ukraine (since 2022 – for European integration). In this position, he headed the European integration department, was responsible for information security, launched the national media literacy project ‘Filter’ and developed the Information Security Strategy. He was awarded a commendation from the Prime Minister of Ukraine.

He is a co-founder of a number of influential coalitions and initiatives: the Reanimation Package of Reforms, the CHESNO Movement, the Independent Media Council and ‘For Safe Roads’ campaigns. Since 2019, he has been a member of the Council on Freedom of Speech and Protection of Journalists under the President of Ukraine.

He holds a Master’s degree in Law (1999) and a Master’s degree in Economics (2001), both from Taras Shevchenko National University of Kyiv.

He has graduated from prestigious international leadership programmes: Yale World Fellows (Yale University, 2017) and the Program on Democracy and Rule of Law (Stanford University, 2007). He has also completed professional programmes at the London School of Economics (Grand Strategy Programme, 2024) and Oxford University (Annenberg-Oxford Media Policy Summer Institute, 2012).
