Starting on 1 July 2026, new legislative provisions for foreign volunteers and humanitarian workers have taken effect in Ukraine.
CEDEM reminds that the provisions of the Law, developed over several years through the joint efforts of our experts, civil society organizations and government authorities, have entered into force.
Under the new rules, foreign volunteers and humanitarian workers can now apply for a temporary residence permit without first obtaining a long-term Type D visa. The Law also introduces a special legal mechanism allowing those who exceeded the permitted period of visa-free stay in Ukraine due to the full-scale war to regularize their legal status.
These changes are aimed at removing unnecessary bureaucratic barriers and supporting international humanitarian work and foreign volunteers assisting Ukraine.
In the infographic, we explain what has changed, who is eligible to benefit from the new rules, and the key points to keep in mind.
