The Draft Law to Sanction MPs`Buttonpushery Got Adopted in the 1st Reading

12The bill, which was developed with contribution by MLI lawyers, was adopted at the first reading as the basis at the plenary session on 17th June, 2015 by Parliament.

Draft Law On Amendments to Certain Legislative Acts of Ukraine regarding the imposition of penalties on deputies for violation of requirements for personal voting (bill№1895, registered by MPs Serhiy Leshchenko, Yegor Sobolev, Mustafa Nayem, Igor Lutsenko, Anatoliy Matvienko Svetlana Zalishchuk) had been included in the agenda several times, but only on 17th June Parliament considered it and decided to adopt at the first reading as the basis.

MLI lawyers Tatyana Semiletko and Halyna Chyzhyk are the co-authors of the bill, which provides the liability for the violation of the obligation of deputies to vote in person. The author of the bill is the expert of Reanimation Package of Reforms Mikhaylo Serebryakov.

The aim of the bill is to promote compliance with the Constitution and the rules on personal voting by MPs. Under this bill, the following sanctions are proposed to apply to the offenders of personal voting rule:

  • immediate leaving the hall of Parliament;
  • deprivation of the deputy of the right to participate in the plenary sessions of the Verkhovna Rada and payroll termination for the period of such deprivation;
  • prohibition of deputy to occupy positions in parliamentary committees and to be a member of parliament delegations until the end of the current convocation of the Verkhovna Rada.
