The Centre for Democracy and the Rule of Law is systematically engaged in the reform of the public service and the broader public administration reform in Ukraine. Our focus is on high-quality, sustainable, and institutionally robust changes that ensure an effective functioning of the state in the context of war, recovery, and European integration.
We focus on:
- improving the effectiveness of state strategic planning;
- advancing evidence-based policy-making approaches;
- aligning Ukraine’s public administration system with European standards and the principles of good governance.
In its work, CEDEM combines analytical expertise, participation in public consultations, the preparation of position papers, and advocacy for institutional solutions. We work with public authorities, the expert community, and international partners, particularly in the context of implementing public administration reform priorities and fulfilling Ukraine’s European integration commitments.
Representatives of CEDEM Taras Shevchenko and Oleksiy Tretyakov-Grodzevych became part of the working group for the preparation of the draft Strategy for the Reform of Public Administration of Ukraine for 2026–2030 at the SCMU.
