Reanimation Package of Reforms (RPR) Coalition is an association of NGOs working to support and promote reforms in Ukraine. The Reanimation Package of Reforms, as an informal public platform, was established by the Centre for Democracy and the Rule of Law and other NGOs and experts during the Revolution of Dignity to consolidate efforts and expertise of the public in order to work through legislative changes and implement reforms. In 2019, the RPR was transformed into an association of NGOs and acquired the appropriate legal status. The plan for converting the union into a association was developed as proposed by CEDEM experts. 

RPR’s goal, objectives and values: support for and advancement of reforms in order to build an independent, consolidated, democratic, legal, strong and authoritative Ukrainian state with a wealthy society and equal development and self-fulfillment opportunities for each person, as well as promotion of the consolidation of civil society in Ukraine.

The Association carries out its activities based on the principles of political unbiasedness and non-affiliation with the businesses.

Former CEDEM Director Taras Shevchenko (2005-2020) was a member of the RPR Board, which is the association’s strategic management body and was its co-chair for five years. The experts of the Centre work in 4 expert groups of the Reanimation Package of Reforms, in particular in the media reform team. Thanks to its efforts a law on public broadcasting was adopted and, as a result, a public broadcaster was created. 

From 2014 to 2019, CEDEM provided institutional, financial and organizational support to the RPR. In 2014-2019, CEDEM raised grants from the European Commission and the Government of Sweden to finance the RPR Secretariat.
